A major villain was not featured more in Star Wars: The Clone Wars for a strategic reason.

Over the course of seven seasons and 133 episodes, there was no shortage of Clone Wars villains, with some of the most common adversaries for the Jedi and the Republic including Count Dooku, General Grievous, Maul, Mother Talzin, and Asajj Ventress before she reinvents herself. While Chancellor Sheev Palpatine appears frequently in the animated series, he is rarely shown in his true Sith Lord form as Darth Sidious.

In a Star Wars video looking back at Maul's Clone Wars and Star Wars Rebels history ahead of the Maul – Shadow Lord premiere, Dave Filoni explains why Darth Sidious wasn't featured more in The Clone Wars. He discusses the practical reason of Darth Sidious' cloak being difficult to animate in the earlier seasons and that he never wanted to overuse the character since he is already the central villain of George Lucas' movies. There's always a technical reason. His outfit, the sim on his cloak, making that look good and believable wasn't something we could actually do in early seasons. So, Sidious was going to remain largely a hologram. Also, I didn't feel that it was necessarily important to tell too much story about Sidious in The Clone Wars given that that's George's main villain in his films. And so, you always have to be careful when you're using these characters that are important to the storyline of the films, that you're not changing things, that you're not changing who they are.

Originally depicting Darth Sidious as a hologram is only one way that the series adapted its story due to animation challenges. In the earlier seasons, most of the Jedi wear armor in The Clone Wars instead of their traditional robes. This was not a pure stylistic choice but was instead due to the animation and budgetary challenges of making the flowing fabric of Jedi robes look convincing, which is the same challenge as with the Sith Lord's cloak. As the animation progressed and the budget increased, the Jedi were able to wear their robes, and Darth Sidious could appear in person.

Just because Darth Sidious could appear in person in later seasons didn't mean that he was going to be seen frequently, though. Using the villain sparingly ensured that nothing was taken away from his role in the movies, and it made his appearances in the show more impactful. One such instance is when Darth Sidious goes to Mandalore to confront Maul, who is becoming too powerful and too much of a potential rival. As Filoni explains in the same video, "For Maul, Sidious was a very important character, having been his apprentice. So, we had to draw Sidious out and make him confront him and really show the Rule of Two of the Sith working here."

The Rule of Two is a Sith belief that only two Sith Lords can exist at one time – a master and an apprentice.

Darth Sidious' clash with Maul and Savage Opress is widely considered to be one of The Clone Wars' best lightsaber duels, revealing how truly formidable he is with how easy it is for him to defeat his enemies. While the Sith Lord's power was already well established in the movies at this point, after keeping him sidelined for much of the animated show, it is chilling to see him unleashed as he wields two lightsabers, kills Savage, and gleefully laughs while electrocuting Maul.

Between the upgrades to Star Wars animation and how important Darth Sidious was to Maul's story even before Star Wars: The Clone Wars, it is plausible for him to be in Maul – Shadow Lord, although an appearance has not been confirmed ahead of the show's debut on Disney+. Maul is out to get revenge against the Empire, and while the Inquisitors are dealing with him for now, it seems inevitable that Darth Sidious or Darth Vader will eventually have to intervene when their minions fail.

Star Wars: Maul – Shadow Lord begins with a two-episode premiere on Disney+ on April 6, followed by two-episode releases in subsequent weeks through May 4.
