FORMS HK, Chainlink, Apex Group and CSpro launch tokenized securities framework in Hong Kong

Hong Kong just got a new blueprint for tokenized finance. On August 5, FORMS HK, Chainlink, Apex Group, CSpro, and Blockchain Valley@Cyberport officially launched the Tokenized Securities Framework, a joint infrastructure initiative designed to standardize how tokenized securities are issued, distributed, and settled in the city.

What the framework actually does

FORMS HK leads infrastructure orchestration, meaning it coordinates how the various components talk to each other. Chainlink contributes two specific tools: its Cross-Chain Interoperability Protocol, which allows tokenized assets to move across different blockchain networks, and its Automated Compliance Engine, which handles on-chain regulatory checks.

The framework adopts the ERC-3643 token standard. This standard bakes compliance directly into the token itself, rather than treating it as a separate layer bolted on afterward. Investor eligibility, transfer restrictions, and regulatory requirements travel with the asset at all times.

CSpro manages asset origination and distribution. Apex Group takes on asset servicing. With roughly $3.5 trillion in assets under administration globally, Apex brings institutional-grade operational infrastructure to a space that has historically lacked it. Blockchain Valley@Cyberport, launched in 2025, provides the broader ecosystem and collaborative environment that ties the whole initiative together.

The execution and distribution layer for investors is called TS Connect. It sits between the compliance infrastructure and the end investor, creating streamlined workflows for compliant access to tokenized securities.

Why Hong Kong, why now

The Securities and Futures Commission issued circulars in 2023 covering retail investor access to tokenized products, establishing early guardrails for the market. In April 2026, a separate framework specifically addressed secondary trading of tokenized investment products, opening another lane in the local capital markets infrastructure. The TSF builds directly on that regulatory scaffolding.

What investors should watch

The framework launched without any reported live issuances or transaction volumes.

Apex Group’s existing client relationships, spanning institutional investors, fund managers, and asset owners across multiple continents, give the TSF a distribution network that most blockchain-native projects spend years trying to build from scratch.
