Doctor Doom’s takeover of the Marvel Universe is rapidly approaching, and the big question of the hour is: how has he done it? Has Doom relied on magic, science, time travel, robots, or something else to make the world bend to his whims? If he hasn’t, how could ever be stopped?
In the upcoming One World Under Doom event, Doctor Doom is taking over the entire world, but per Marvel’s preview, the big mystery is the unknown way he achieved the impossible:
Doctor Doom, Earth's Sorcerer Supreme, has magically taken over every broadcast medium on the planet and declared himself Emperor of the World - the ruler of a new United Latveria! And shockingly, impossibly, all of Earth's leaders seem to be going along with this.
Luckily, whether it's mind control or Doombots, whatever's affecting them hasn't affected Earth's heroes
In One World Under Doom, Doctor Doom will declare the entire world an extension of Latveria, and now readers know that every government will be going along with him. Doom has achieved domination and authority over the planet before, but never in a way that didn’t involve some obvious mind control or godlike force.

One World Under Doom follows on from the event Blood Hunt, written by Jed MacKay with art by Pepe Larraz, in which Doctor Strange bequeaths his power as Sorcerer Supreme to Doom in order to save the world from an invasion of vampires. Unfortunately, Doom doesn’t return the title and has clearly set about reshaping the world in his image. He’s already visited the Avengers to ostensibly try to recruit them to his side, but his preparations for global dominance have mostly been going on in the background of other books.
Marvel is self-aware about what readers might expect is going on, and the fact that this preview calls out both Doom-Bots and Mind Control means that the answer probably isn’t either. It could be magic, as Doom is the Sorcerer Supreme. It could be time travel, a classic Doom trick. However, neither would exactly constitute a mystery, either. Time travel is more interesting than a basic magic whammy, but is firmly within Doom’s wheelhouse, and would be one of the first things that heroes like The Fantastic Four would think of.

What would be most interesting is if all these governments were doing this of their own accord. Has Doom found something to offer them that nobody else could?This would be a difficult tightrope to walk in terms of making the reasoning feel real, but it’s also the possibility that would have the most interesting ramifications for the superheroes desperately trying to stop him. If Doctor Doom isn’t breaking a single law in his world domination, then how could Marvel’s heroes stop him without, turning against the entire world at the same time?
