All of One Piece's Major Villains, Ranked

One Piece's masterful execution of decades' worth of characters showed its benefits rather quickly, with multiple definitive villains throughout its run. It even introduced iconic nemeses like Buggy the Clown early on to match the whimsical gimmicks of Monkey D. Luffy. However, creator Eiichiro Oda quickly confirmed he could keep the wacky factor while making his villains utterly terrifying.

The most powerful villains in One Piece now are a far cry from the scope of its threats in the beginning, the mark of a long-running hit. They include nefarious despots and powerful military leaders, each vying for various forms of control over the vast world. But its strongest villains may surprise fans, occasionally punching above their weight class.

23 Kuro

Captain Kuro is an underwhelming antagonist due to the scope of his actions never truly reaching outside of Syrup Village in One Piece. He has a fun enough design, and his signature Cat Claws are surprisingly memorable after decades of stronger villains, but his legacy never improved after losing to Luffy.

Kuro was a deadly strategist and a fearsome fighter in the East Blue, but paled in comparison even then to others such as Arlong. His greatest achievement was easily just in how he managed to keep his identity secret and ingratiate himself with Syrup Village. But Kuro doesn't stack up well against practically any One Piece villain.

22 Orochi

While Orochi is certainly the most despicable villain of One Piece's Wano Arc, he's far from the strongest. Instead, he features as one of the manga and anime's most horrific despots. Perhaps his most heinous deed was contaminating his people's food supply with SMILE fruit, forcing a smile on their faces despite dystopian living conditions.

In terms of battle prowess, Orochi is the picture of a sniveling villain hiding behind his retainers. Despite his Devil Fruit enabling transformation into the hydra-like Yamata-no-Orochi, he is famously weak in the face of confrontation. Thus, he relies on others to fight his battles, with Kaido being the real reason Orochi could consolidate power. Without allies, Orochi was nothing.

21 Don Krieg

While much of One Piece's arcs prior to the timeskip feature villains who don't stand the test of time, they are still worth mentioning upon review. Featured in the Baratie Arc before reappearing during Vegapunk's broadcast, Krieg is among the earliest One Piece villains to underestimate Luffy and pay the price. However, Don Krieg was not without his tricks.

Krieg's abilities are arguably among the most pirate-like in all the One Piece rogues' gallery, with a shocking array of concealed weapons at his disposal. Using the element of surprise, Krieg was able to overwhelm his enemies, and his wootz steel armor was an extra assurance. However, after barely surviving against Mihawk, he was humiliatingly defeated by Luffy.

20 Buggy

An example of the Peter Principle, Buggy has failed his way to the top, becoming the weakest of the Four Emperors. However, possessing the Chop-Chop Fruit's powers, he still gains advantages against most conventional fighters in One Piece and shows impressive ingenuity in the Impel Down Arc. Buggy's survival instincts keep digging new holes for him in the process, though.

Being able to detach his body into smaller pieces at will allows Buggy to evade most types of physical harm, like cutting or projectiles. But what keeps this from being overpowered, for now, is that he's not immune to poison, drowning, or suffocation, which is relevant as Buggy is currently at Crocodile and Mihawk's mercy despite his lofty new role.

19 Hody Jones

The first major villain for Luffy following the New World timeskip, Hody Jones, was the villain of Fish-Man Island. Carrying the torch for Arlong's ambitions, Hody Jones was a comparatively greater enemy, yet he fell noticeably short of Luffy's Haki. Unlike Arlong, though, this enemy had a much more notable advantage against Luffy underwater.

But even this advantage was squandered, and Jones was unable to keep his cool, relying on Energy Steroids to stay in the fight. Luffy got a decisive victory, with the original anime even giving a cathartic homage to Ace, showcasing Luffy's growth since Marineford. Hody Jones was relatively weaker, but through this, fans got to see the Straw Hats' growth.

18 Arlong

Feeling appropriately like the first fearsome enemy for Luffy to cap off the East Blue Saga, Arlong serves as the blueprint for oppressive and powerful One Piece villains who would succeed him. As the first fish-man antagonist, his story would later be expanded on in the Fish-Man Island Arc, but his legacy wouldn't go much further.

Arlong's strength as a One Piece villain wasn't extraordinary in the grand scheme, but he possessed enormous conventional strength and durability. He was also a strong antithetical foe as a fish-man, using Luffy's weaknesses against him to deadly effect. Bringing him down was the first truly great win for Luffy, winning Nami as a crewmate forever in the process.

17 Caesar Clown

Another level of monster, Caesar Clown bore significance between the Punk Hazard and Whole Cake Island Arcs. His Devil Fruit is a Logia-type, at one point considered the most difficult to beat, and he's even able to resist instances of Conqueror's Haki. Caesar's abilities, granted by the Gas-Gas Fruit, make him an elusive but underwhelming antagonist.

Caesar's true talents lie in his tactical shrewdness and scientific expertise befitting a former associate of Vegapunk. His experimentation on children was indefensible to the point of Vegapunk cutting ties with him, but it's left a lasting impression on the future of One Piece, with deadly weapons and artificial Devil Fruit as his lasting legacy.

16 Gecko Moria

The villain of Thriller Bark and formerly of the now-defunct Seven Warlords, Moria is a peculiar figure in One Piece lore. Despite being introduced and featuring before the New World era of the series, Moria was a deadly opponent in his own right. However, he was still the weakest Warlord, just above Buggy during the clown's brief tenure.

Moria's past hinted at a strong pirate resume, contending with the likes of Kaido, but his reliance on his Devil Fruit led to him resting on his laurels, limiting him from reaching his potential. With his Shadow-Shadow Fruit, Moria has been able to control the shadows of others and himself in battle, enabling impressive feats in tactics and melee combat.

15 Crocodile

Crocodile's feats in battle were fairly incredible for such an early antagonist. Being able to survive encounters with Akainu is no mean feat; just ask Ace. As a Logia user having eaten the Sand-Sand fruit, Crocodile's main advantages lie in his defense, allowing him to avoid harm before solidifying to land deadly blows as needed.

Crocodile is a skilled fighter and remains at large in the background of One Piece alongside Mihawk, quietly running the Cross Guild with Buggy as its face. His weakness to water ruins his sand defense, but even then, Luffy had to survive numerous near-death experiences before taking the win.

14 Enel

Perhaps the best Logia ability user, Enel, was a fearsome and godly opponent even in the relatively early Skypeia Arc. However, his downfall was certainly his overreliance on that ability, where he never figured that an opponent could match his lightning abilities. In One Piece's outlandish world, Luffy's rubber properties made him a natural insulator and foil to Enel's dominance.

As a Logia user, this still didn't discount Enel's enormous capabilities in battle. Being able to transform into lightning gave Enel enormous advantages against practically any other fighter he encountered. While he was defeated, he pushed Luffy to his limits at the time, and as subsequent cover stories hint, Enel's not out of the game yet, and could grow stronger.
