The debate and anticipation surrounding the most powerful characters are always on, and the One Piece series is not exempt from it. Since the release of its first episode in 1999, One Piece characters have been featured in series, movies, and Manga. Over time, creator Eiichiro Oda introduced viewers and readers to many memorable characters.
Some of these characters are feeble and endearing, like Nami, while others are incredibly enduring and threatening, like Kaido and Big Mom - and they retain the most potent Devil Fruits. One Piece boasts a plethora of formidable personalities who hold the potential to defeat an entire fleet of armies. However, there are still some characters who are exponentially stronger than the others.
45 Shiryu
Image via Toei AnimationOut of all the Emperors, fans have seen the least of Blackbeard and his crew, meaning it is hard to gauge their power level, but it is only natural to assume that his 2nd in command, Shiryu, would be one of the strongest on his crew. Shiryu was a former jailer in Impel Down, but after Blackbeard invaded, he joined the crew in a heartbeat, now serving as one of its commanding officers.
Shiryu was already considered incredibly powerful and dangerous during his introduction, and after the timeskip, fans can only assume he is stronger than ever. After gaining possession of suke suke no mi, the invisibility devil fruit, one of the strongest in One Piece, allowing him to sneak up and deliver a lethal strike. This proved useful against Garp, one of the strongest characters in the series.
44 Donquixote Doflamingo
Image via Toei AnimationAs the story progresses, the main villains of specific arcs become less and less impressive, but Donquixote Doflamingo is still among the top, even decades after his spotlight. As the king of Dressrosa, he ruled with an iron grip, turning anyone who disobeys him into toys while running his weapon ring, selling most of his goods to Kaido.
Doflamingo is arguably the best villain in One Piece, at least for now, proving to be a well-written and engaging character. However, he is also one of the strongest, and he showed this in Dressrosa after displaying his awakened devil fruit that pushed Luffy to his furthest, even in Gear Four. Doflamingo is cunning and skilled, with control over conqueror's haki, making him an iconic and powerful character.
43 Queen
Image via Toei AnimationThe New World has treacherous waters where strength reigns supreme. That’s why it’s not surprising to see Queen the Plague emerge as a formidable figure. A member of the strong One Piece crew Beasts Pirates and one of Kaido's All-Stars, Queen's flamboyant personality belies a truly dangerous nature. Luffy and his Straw Hat crew first encountered Queen during their daring raid on Onigashima, where his chaotic presence and deadly inventions posed a significant threat to their mission.
The Queen's jovial demeanor is a cover for his raw strength and strategic cunning. His Ancient Zoan Devil Fruit allows him to transform into a Brachiosaurus, granting him immense physical power and unmatched durability. But Queen is more than just a brute—he’s also a scientific genius who can augment his abilities with advanced technology, creating a fighting style that is as unpredictable as it is deadly.
42 Jewelry Bonney
Image via Toei AnimationEgghead is already one of the best One Piece arcs, and Jewelry Bonney has been the centerpiece of this masterpiece. Her backstory recently finished in the anime, showcasing her tragic childhood that is still technically going on. However, her quest to kill Vegapunk has stopped, with her now setting her sights on killing St. Jaygarcia Saturn, the man who ruined her and her father's lives.
Jewelry Bonney is one of the hardest characters to rank on this list since fans haven't seen her evenly matched in a fight. Her Devil Fruit is overpowered, and she uses it well, able to defeat high-ranking government agents. However, she was useless against St. Jaygarcia Saturn. She gets a power-up in the manga that will boost her ranking, but for now, her anime ranking is a bit lower, but still respectable.
41 Charlotte Katakuri
Image via Toei AnimationThe Whole Cake Island arc introduced viewers to a host of intriguing characters, but few were as captivating as Charlotte Katakuri. As one of Big Mom's Sweet Commanders, Katakuri's reputation preceded him—his name was whispered with a mix of fear and respect. His mastery of observation Haki, which allowed him to glimpse the future, made him seem almost invincible. But beneath that seemingly impenetrable exterior lay a man driven by a profound sense of duty and a desire to protect his family.
Katakuri’s epic confrontation with Luffy showcased his incredible power, especially his mastery of the Mochi Mochi no Mi allows him to transform into and manipulate mochi with dexterity, turning his body into a weapon and creating a myriad of attacks. He can trap his opponents in sticky mochi prisons, launch devastating punches that stretch across the battlefield, and even create massive waves of mochi to overwhelm his enemies. While some think that his Devil Fruit is weak, he’s a skilled fighter and can peer into the future with his advanced Observation Haki.
40 Jinbe
Image via Toei AnimationThe title of Warlord of the Sea is reserved for the most powerful pirates, but few embody the true spirit of a warrior like Jinbe. What sets him apart from the other warlords is his unwavering loyalty and sense of justice, as shown by his refusal to participate in the war against Whitebeard. Jinbe's journey is one of courage and conviction, from his early days fighting for the rights of fish-men to his pivotal role in some of the best arcs of the Straw Hat Pirates.
Jinbe has also earned the Knight of the Sea title, which he earned through countless battles. He has mastered Fish-Man Karate, an art that allows him to control water skillfully. He can create powerful currents, launch water projectiles with incredible force, and even drain the water from his opponents' bodies, leaving them weakened and vulnerable.
39 Vinsmoke Sanji
Image via Toei AnimationThe Strawhat pirates have the most feats in One Piece, meaning it is easier to rank them than other characters, especially when it is one of the captains' wings that gets a fight every arc. Vinsmoke Sanji is the cook and left-hand man of the crew, demonstrating his strength through flashy yet dignified kicking techniques.
Zoro versus Sanji has been a constant debate in the community, and while Zoro is stronger, Sanji has more development and story presence. However, this list ranks strength, which Sanji still has, as every arc he seems to close the gap between him and the moss head. His raid suit and Ifrit jambe further advance a powerful character who will continue to advance up this list.
38 Rob Lucci
Image via Toei AnimationWater 7 and Enies Lobby were some of the best arcs in One Piece, and Rob Lucci was the main villain who gave Luffy a run for his money. After his defeat, this trained government agent rose through the ranks to be a member of CP0, taking him to Egghead in order to assassinate Vegapunk. However, he would encounter the Strawhats and have his rematch against Luffy.
While he was one of the strongest characters pre-time skip, Lucci's rating has since gone down, but that doesn't mean he isn't powerful. His rematch against Luffy proved he can at least brawl with an Emperor for a tiny bit, even if he didn't have a chance at winning. However, he is more evenly matched with Zoro, another powerful character on this list.
37 King
Image via Toei AnimationOne of Kaido’s most trusted commanders is King the Conflagration. His very existence is a mystery as he’s a member of the near-extinct Lunarian race, which has been feared for its incredible power. Similar to the other Lunarians, King has black wings, white hair, and brown skin. King's allegiance to Kaido runs deep, as they have shared trauma from the World Government.
The Conflagration lives up to his name as he can wield the power of fire with devastating effect. His Lunarian heritage allows him incredible control over flames, which permits him to engulf his opponents in scorching infernos and launch fiery projectiles with pinpoint accuracy. But King's power is not limited to his fire manipulation, since his Pteranodon form grants him unmatched aerial superiority, swooping down on his enemies with incredible speed and ferocity.
36 Bartholomew Kuma
Image via Toei AnimationThe Seven Warlords' strength has always been up and down, but fans finally got a taste of how powerful Bartholomew Kuma is in Egghead. Born into a humble village, he was made a slave, but eventually escaped to help form the Revolutionary Army. After many tribulations, Kuma became a robotic slave for the government, but still possesses great power.
His Paw Paw Fruit is a unique Devil Fruit that is as useful as it is powerful, able to take away pain just as easily as it can give it to enemies. Kuma effortlessly defeated the Strawhats pre-time skip and has since clashed with some of the most powerful characters in One Piece, such as Akainu and St. Jaygarcia Saturn.
