Zelenskyy says US is exploring winter de-escalation steps as Ukraine braces for prolonged war

Ukrainian President Volodymyr Zelenskyy confirmed on September 6, 2026, that the United States is actively exploring measures to reduce tensions between Russia and Ukraine ahead of winter. The admission came after meetings in Kyiv with US envoys Steve Witkoff and Jared Kushner, who had just returned from talks with Russian President Vladimir Putin in Moscow.

Zelenskyy described the pursuit of a diplomatic resolution as “Plan A” and securing winter survival support as “Plan B,” a framing that suggests Kyiv isn’t holding its breath for a ceasefire.

The winter package and what Ukraine needs

Ukraine is requesting what amounts to a comprehensive survival kit from its allies. The so-called winter package includes air defense reinforcements, assistance repairing and protecting its energy grid, and substantial volumes of US liquefied natural gas.

Every winter since Russia’s full-scale invasion, Moscow has systematically targeted Ukraine’s energy infrastructure. Power stations, heating networks, and transmission lines have been hit repeatedly, leaving millions of Ukrainians in the dark and cold during the harshest months of the year.

Diplomatic talks continue, but breakthroughs remain elusive

Witkoff described the September discussions as encouraging and indicated the US remains committed to continuing the diplomatic process. The talks were trilateral in nature, involving not just American and Ukrainian officials but also European national security advisors.

Follow-up meetings between US, European, and Ukrainian representatives are planned, though no timeline has been publicly disclosed.

Earlier in the year, US-brokered negotiations produced a draft 20-point peace framework and discussions about security guarantees involving both American and European partners. In January, talks held in Abu Dhabi explored a proposed one-week pause on strikes against Ukraine. The results, as the diplomatic community would politely put it, were mixed.

Witkoff and Kushner’s shuttle diplomacy, traveling from Moscow to Kyiv within the same trip, reflects a mediation strategy that requires maintaining channels with both capitals simultaneously.
