This post contains SPOILERS for The Penguin episode 6The Penguin episode 6 ends with Oz Cobb (Colin Farrell) getting his brand-new drug operation off the ground as well as forming some pretty big alliances. In the new Max series set in the same universe as Matt Reeves' The Batman, Oz Cobb has become a major player in Gotham. However, he still has key rivals in the form of Sofia Falcone (Cristin Milioti) and Salvatore Maroni (Clancy Brown).
In previous episodes of The Penguin, Sofia Falcone has reformed the Falcone Crime Family into the Gigantes. She's also joined forces with Salvatore Maroni, as the pair are united in their hatred for Penguin who got Sofia sent to Arkham for 10 years and recently killed Sal's wife and son. Meanwhile, Oz's Bliss operation has boomed, allowing him to unite Gotham's underworld like never before. Keeping that in mind, here's our recap of The Penguin episode 6 and its major ending.

How Penguin Gets All The Gangs To Work Together
Taking Back Gotham From The Old Guard
Refusing to back down even after the Gigantes and Maronis started targeting the gangs who agreed to work with him, Oz sets up a meeting with all the smaller gangs in Gotham City. This includes classic groups from the original comics including The Odessa Mob, The Sullivans, The LoBoyz, The Burnley Town Massive, and the Triads who can take Penguin's drug business international. Promising them all a piece if they can work together, Penguin gets all of these gangs to unite to gain greater control over Gotham itself than they ever have before.

Set to release in 2024, The Penguin will continue to flesh out Matt Reeves' Gotham with Colin Farrell set to reprise his role as Oz Cobb.
The key that makes Penguin's proposal work is identifying Sofia and Sal as the common enemy of all the other gangs. Referring to them as the old guard who couldn't care less about the smaller-time organizations, Penguin strikes at the heart of the long-held disparity between Gotham's biggest crime families and the other gangs who've only ever received the leftovers. This is why Penguin succeeds despite being so untrustworthy. While he's a known hustler who will do whatever it takes to get what he wants, he also knows how to present himself as someone with a code that's worth listening to.
Why Eve Sells Oz Out To Sofia Gigante
They Have A Complicated Relationship
Finding Eve's drawer and photo at Oz's old place, Sofia Gigante eventually finds Eve herself. To her credit, Eve knew the former Falcone would be looking for her eventually, and had one of her girls send Sofia up so they could meet. As Sofia listens to Eve talk about her relationship with Oz, it initially seems like Sofia is going to kill her, especially considering Eve was Oz's alibi on the night he killed Sofia's brother Alberto. However, Sofia decides to let Eve live, who'd essentially intended to offer herself up so that Sofia wouldn't go after the girls in her employ, fearing Sofia's false reputation as the Hangman.
Furthermore, Eve does end up telling Sofia that Oz is based in Crown Point, telling her that she deserves her shot at The Penguin. Although she and Oz do have a relationship that seemingly goes beyond the financial and physical, it's still fairly complex and is hardly genuine love. Likewise, Eve didn't know about what Oz did, having been responsible for Sofia's 10 years in Arkham.
To that end, Eve chooses to give Oz up not only to take the heat off herself and her girls, but also because there's a part of her that's empathetic to Sofia and what happened to her. However, that doesn't mean she wants it known that the information about Oz's whereabouts came from her. As such, it's not going to be good if Oz ever finds out that Eve gave him up in the final two episodes of The Penguin that are still to come.
What Sofia Plans To Do With Francis and Victor
Penguin's Weakness Is Finally Revealed
Threatening Gotham's Councilman Hady, Penguin demanded earlier in the episode that the city stop diverting power from Crown Point to the more well-off parts of the city. As such, the episode ends with the lights and power finally coming back on in Crown Point. Celebrating what Oz has done, Francis and Penguin's right-hand man Victor are celebrating and dancing to the record player that now works with the light finally on in the old condo where they'd been hiding out even since Penguin killed Salvatore's family. It would have been a very nice moment at the very end of The Penguin episode 6 had Sofia not been right outside their door.

As established earlier in The Penguin, Sofia believed that Oz's mother was dead, a lie told long ago by The Penguin to keep Francis safe. As such, it's why Sofia tells Sal earlier in The Penguin episode 6 that Penguin's greatest strength was that he didn't have anyone or anything to be used against him. However, that's clearly all changed now that Sofia has found both Francis and Victor in Crown Point. No doubt wanting to make Oz suffer, it stands to reason that Sofia will definitely be taking Francis hostage. However, Victor's fate feels far less certain by the end of The Penguin episode 6.
