Premier League announces sweeping rule changes for 2026/27 season

The Premier League unveiled a package of rule changes on June 12 that amount to the league’s most aggressive crackdown on time-wasting in years. Starting with the 2026/27 season, which kicks off August 21, clubs will face countdown clocks on throw-ins, mandatory exit windows for injured players, and an expanded role for VAR in policing incorrect second yellow cards.

What’s actually changing

The centerpiece of the new “Football Principles” initiative is a five-second countdown for throw-ins and goal-kicks. If the clock runs out, possession flips to the other team.

Injured players who receive treatment on the pitch will now face a minimum one-minute exit from the field before they can return. That’s double the previous 30-second requirement.

Substituted players will have just 10 seconds to leave the field once their number goes up.

There’s also a trial rule involving goalkeeper injuries that adds another wrinkle. When a keeper goes down, an outfield player must temporarily leave the pitch for at least one minute.

VAR gets a bigger, but narrower, job

The expansion of VAR powers is arguably the most nuanced change in the package. Video review will now cover second yellow cards that result in a sending-off, but only in cases where the initial decision was clearly incorrect.

Tighter fouls, stricter enforcement

Beyond the headline changes, the 2026/27 season will bring stricter penalization for holding actions during set pieces, goalkeeper challenges on crosses, and hair-pulling.

The broader time-wasting war

The Premier League has been gathering stakeholder feedback through yearly surveys and discussions with clubs, managers, players, and fans. The International Football Association Board, which governs the laws of the game globally, introduced several of these measures as mandatory changes. The Premier League adopted them and layered on additional domestic refinements. The five-second countdown, for instance, aligns with a broader IFAB push to reduce dead time in matches.
