Pennsylvania Gov. Josh Shapiro is imposing stricter limits on data-center development, requiring projects to meet new electricity and water-use standards and secure local approval.
The policy expands the state’s Governor’s Responsible Infrastructure Development, or GRID, framework, which sets conditions for projects seeking coordinated state support, faster permitting or tax incentives.
Developers must show that new power-generation costs will not be shifted to households and businesses, according to state guidance.
Projects must also provide sustainability plans explaining how they will limit water and energy consumption through recognized data-center or building certifications.
The standards require transparency and direct engagement with local communities, along with commitments related to workforce development and good-paying jobs.
Pennsylvania is also providing municipalities with a toolkit for evaluating data-center proposals and their effects on infrastructure and residents.
Shapiro said the rules are intended to hold developers accountable while allowing projects that provide clear local benefits and mitigate their environmental and utility impacts.
