Thakkar explains that for festivals or concerts, you'll likely be dealing with flat-cut or filtered earplugs (as opposed to full block earplugs) as these "deliberately allow a vent to send air through a filter, set to allow a specific amount of soundwaves." This means you'll still be able to hear the music, only at a safer level.
