Bellara is a Veil Jumper who's been tasked with cataloging and studying ancient elven artifacts found around Thedas. When you first meet her, she's studying ruins in Arlathan Forest, and she immediately comes off as high-energy but very intelligent. Bellara's position as historian and engineer is interesting—particularly as you uncover more and more of the elven gods' malignant plot.

Begin Her Romance By Completing Her Companion Quest
Once you pick Bellara in Arlathan, you can return with her to the Lighthouse. She'll have a popup over her head on the map that indicates she wants to say something to you, so head over and chat. Like with every new companion you recruit, she'll want to chat about everything going on, and one of the options towards the end of your conversation will be paired with a heart symbol. This is the option you choose to flirt with, and this remains the same in all future conversations.
The heart symbol in dialogue is the flirty option, but flirting with one character doesn't lock you out of flirting with or even romancing other characters. You're a free agent until you and your partner have the "What are we?" conversation.
Generally, Bellara likes it when Rook is compassionate and validates her interests. To romance her well, you'll need to be prepared for a lot of endearing rambles leading into some pretty tough conversations, so buckle up. Her personal questline takes you through a journey of hope and heartbreak, with Rook becoming a solid place for her to feel her emotions and be supported in her grief.
Bellara's companion quests leading up to her romance begin with "Echoes of the Past" and end with "Hummingbird's Lament." While there are further quests you can go on with Bellara, she'll pop the "What are we?" question after "Hummingbird's Lament." Committing to a relationship with her here will solidify your bond, but it's important to do a few things along the way to ensure everything works out.

To romance Bellara properly, it's important to pick dialogue choices that align with her personality and values, even when talking to someone else. Choosing the right dialogue options will increase your bond with Bellara, making sure that she's responsive to your flirtation when the time comes. Here are the dialogue types that you should lean towards:

You won't have the option to use each dialogue type in every conversation, so use your best judgment when making your choices. There's no real way to fumble Bellara's romance like you might worry about in games like Baldur's Gate 3, so don't get too worried about how your conversations go. You should stay on track as long as you're generally following Bellara's lead and considering her feelings.
You should also pick up the Elven Frog Figurine from the Veil Jumper camp as well. You can get it for 70 gold and 10 Flawless Crystals, and you will be added to your journal with a short companion quest when you pick it up. Bring it to her in her room in the Lighthouse, and you'll get a short conversation where she expresses her thanks for the gift. It's not a super involved step, but this will get you one step closer to sweeping her off her feet.
Bellara's Romance Dialogue Choices
Two specific conversations must go well for you to successfully romance Bellara. The first is after the "Fire and Ice" main story quest, which you can watch from Backseat Guides on YouTube. She'll ask if you're interested in her, then immediately become bashful at her boldness. Reply "It's not, and I do like you" to express your interest in her.
Picking this dialogue option won't commit you to a relationship with Bellara; rather, it will simply open the door for the possibility later on.
After the "Unwanted Guests" main quest, you'll be able to head out on the "Hummingbird's Lament" companion quest with her. At the end of "Hummingbird's Lament," Bellara will want to chat. She'll mention something about being interested in you but also say that she's not sure if now's the right time.
The specific line she'll say is "With everything I've got going on... with Cyrian, I mean..." to which you should reply, "I'm sure." This will cement your relationship with Bellara, and since you can't romance more than one companion in Veilguard, it prevents you from committing to anyone else. There's one final scene to Bellara's romance, which doesn't come until the end of the game.
Your last scene with Bellara comes the night before you face Elgar'nan once and for all. This scene doesn't require anything from you; instead, Bellara will come to you, and a lovely scene will play. Bellara is one of the "squishier" romances in the game, emotionally speaking, and so finally, getting that scene where all your feelings are on the table is pretty rewarding. If you're looking for a rot-your-teeth-out sweet romance in Dragon Age: The Veilguard, Bellara is a good option.
