While Jinwoo is absolutely becoming stronger, there are still a handful of characters even the S-Rank Hunter can't defeat. These characters have powers as ridiculous as he does, and their abilities surpass anything he can bring to the table.
Even though Jinwoo has powerful Shadows that can help him in the toughest of battles, there are a select few who can decimate them all and the strongest Korean Hunter at the same time.
Shadow
The Eminence in Shadow
Shadow isn't just the star of one of the funniest isekai series around, he's one of the most ridiculously powerful characters in anime. He was already strong before he was reincarnated, but his new life in a world filled with magic and monsters has only seen his power level ascend to a near unknowable level.
There hasn't been an enemy in The Eminence in Shadow that truly made Shadow put in an effort. He's capable of anything he can think of, and he's one of the few characters in anime who can stand up to Jinwoo's Shadow Army with an army of his own. His Shadow Garden has some of the strongest characters in the series, and they're more than capable of going toe-to-toe with Jinwoo's forces.
Shadow can go nuclear, and he loves it. His Atomic abilities range from massive explosions to amazing healing capabilities that would leave Jinwoo without any surefire options. Even with Jinwoo's incredible speed and power, Shadow is out of his league.
Anos Voldigoad
The Misfit of Demon King Academy
Anos Voldigoad is closer to a god than a man. He's so strong in The Misfit of Demon King Academy that it's laughable. Even death itself has no chance against this ridiculously powerful character, as Anos famously said that killing him isn't enough to make him die.
Anos can blow his opponents to smithereens and resurrect them in the same instant. He inflicts death like the wind blows air: it's effortless, instant, and unstoppable. Jinwoo could send all of his Shadows towards Anos and lose them in the exact same moment, and even his large pool of mana wouldn't cause Anos to worry whatsoever.
Anos Voldigoad is easily one of the most overpowered main characters in anime, and that's why The Misfit of Demon King Academy can be so entertaining to watch. The fact that he's so broken as a character is addicting, and while Jinwoo is making his way towards the top of anime's strength charts, it's going to take him a while to catch up to the Demon King himself.
Itadori Yuji
Jujutsu Kaisen: Modulo
Itadori Yuji was always a strong character, but Jujutsu Kaisen: Modulo took his strength up so many notches he hardly seems like the same character from the original series. In the original Jujutsu Kaisen franchise, Ryomen Sukuna might be the strongest character around, but even he has nothing on Modulo's version of Yuji.
Jujutsu Kaisen: Modulo is set decades after Jujutsu Kaisen, and Yuji has spent those years becoming the strongest character in the entire franchise by some margin. Yuji's control of Blood Manipulation is second to none, his ability to use Cleave and Dismantle is effortless, and his absurd durability means Jinwoo wouldn't even be able to scratch him.
Jinwoo's Shadows couldn't make Yuji flinch. His Blood Manipulation would allow him to decimate them all at range, and if they were able to close the distance, his Cleave and Dismantle abilities would dice them to shreds. Jinwoo himself doesn't have the stopping power to hurt Yuji, as he was already arguably the most durable character in the series before Jujutsu Kaisen Modulo's power-up.
Goku
Dragon Ball
Son Goku has always been one of the strongest characters in Dragon Ball, but Dragon Ball Super has seen the Saiyan ascend to heights previously thought unimaginable. He's gone from an odd boy with a tail, to a legendary Super Saiyan, to a Super Saiyan God, to someone capable of using the same techniques as the Gods themselves.
Sung Jinwoo is incredibly powerful, but even he can't destroy the entire Earth in a single blast. Goku has defeated several opponents capable of wiping a planet away in an instant, showing that he's leagues above Jinwoo. Even Jinwoo's strongest Shadows can't harm Goku, as his Ultra Instinct technique makes him untouchable.
Jinwoo doesn't have a chance against Goku. The Saiyan warrior has become so strong that he's beginning to transcend mortality itself. With the power of the Gods on his side, there aren't many in anime who can defeat Goku at this point, and Solo Leveling's Sung Jinwoo is no exception.
Saitama
One-Punch Man
Saitama isn't just strong enough to defeat Sung Jinwoo — he's strong enough to defeat almost every character in anime. The titular One-Punch Man hasn't faced an enemy that can even challenge him, and in the world of One-Punch Man, that's saying something. He's so strong that there isn't a worthy rival in anime who can stop him.
Saitama is able to defeat nearly every enemy that he comes across with a single punch. There are only a few that he's had to take seriously, and even then, the fights themselves only last for a few minutes. One-Punch Man is one of the funniest anime series around, and a huge part of the series' humor is just how much stronger Saitama is than everyone else in the series.

With so much combat-focused content in anime, it’s no surprise that debates about who is the strongest anime character are a staple of the fandom.
If Jinwoo were to fight Saitama, he would have an incredible advantage in numbers through his Shadow Army, but none of his Shadows are strong enough to even make Saitama break a sweat. Saitama would be able to eliminate most of the army with a single blow anyways, and Jinwoo himself wouldn't be able to withstand more than one blow from the hero.
JInwoo is incredibly powerful, but compared to Saitama, he's average at best. Jinwoo would probably rank as an S-Class Hero in the world of One-Punch Man, but that means nothing to the bald hero that can defeat his enemies in seconds.
